Chantal Francoeur
Policy & Communications Manager, Conwest Developments
Chantal Francoeur is a real estate professional specializing in urban development and policy communications with a BA in Geography from Western University. Chantal moved to Vancouver just over 5 years ago and joined Westbank as a Development Manager. She facilitated approvals on key project such as, Senakw, acting as the liaison with Nch’kay Development Corporation and the Squamish Nation. Her role involved streamlining and establishing processes such as permitting, career fairs, and public art initiatives to support community engagement. Now, as a Policy and Communications Manager at Conwest Developments, Chantal collaborates with the COO to shape strategic corporate directions by analyzing policies and trends that impact the real estate development industry and translating insights into actionable plans for the company. Chantal also leads Conwest’s internal education and development initiative to align corporate initiatives with industry developments and trends.
Jenn Podmore Russell
EVP, Real Estate & Development, Nch’ḵay̓ Development Corporation
Jenn Podmore Russell has nearly two decades of experience in real estate strategy, portfolio planning and development advisory. Before joining Nch’ḵay̓, she held a leadership role as Senior Vice President on the Advisory team at Rennie. Prior to that, she led the real estate division in BC for a top-four accounting and consultancy firm. She was the founder and managing partner of MPC Intelligence, a research and analytics solution for the new home development industry in Western Canada. She previously held senior roles within a Vancouver-based developer and international real estate brokerage firm. In addition to her contributions to strategic real estate growth, Jennifer is passionate about creating meaningful change in the community. She serves on the board of the Urban Development Institute, as an executive board member of the Royal Columbian Hospital Foundation, as director of the Arrowleaf Board and as past Vice-Chair of the Vancouver Economic Commission.
Tim Grant
President, PCI Developments
Tim leads PCI’s Executive Team and is a partner in PCI. He is actively involved in all aspects of PCI’s operations and oversees successful completion of its projects. Tim is also on the Board and actively supports PCI’s affiliate Warrington PCI Property Management (WPM).
Rick Ilich
CEO, Townline
Since founding Townline in 1980, Rick Ilich has spearheaded its transformationfrom a single-family home builder to an industry leader in residential, commercial, and mixed-use development and construction. His visionary leadership has propelled the company to prominence, with projects spanning Metro Vancouver, Vancouver Island, Los Angeles and Phoenix. Rick's meticulous attention to detail, commitment to creativity and desire for innovation permeate every aspect of Townline's work.
Early in his career, Rick recognized inequities in the socioeconomic reality that hinder access to secure, safe and affordable housing. In response, alongside his wife Lauren, they formed TL Housing Solutions (TLHS). TLHS operates as a "fee for service" developer and builder, delivering turn-key solutions to Non-Market Housing Operators, BC Housing, and CMHC. With over 3000 units constructed or in progress, TLHS has provided safe and secure housing for various marginalized groups, including women escaping domestic violence, seniors, individuals with special needs, Indigenous communities, and the workforce.
Beyond his role at Townline and TLHS, Rick extends his breadth of knowledge and experience serving several boards including currently serving as Chair of the UDI Pacific Region.
